None of my workshop mods are downloading

I dont have a solution yet, but for you, does the mod download as steam workshop civ 5 in your downloads in the steam library? Becuase everytime i unsubscribe and resubscribe, steam downloads the mods but they arent in the folder and dont appear. Anybody out there with a fix? EDIT: I think it is the new steam update. Some mods that were unsubcribed were subscribed to and loaded". For all of these mods, I have (a) checked that I'm not subscribed to that mod on the Steam Workshop and (b) checked I don't have the mod file in my skyrim data folder. I noticed that the mods transition constantly from 'in queue' and 'updating' without actually doing anything. I've also deleted my download cache and changed my region to all of them.. so I've tried a lot of different things. None of my mods are working anymore! What do I do? Help/Support.
